The Forum for Development and Human Rights Dialogue Issues Report Entitled “Protection Measures from Corona for Basic Education Students”

The Forum for Development and Human Rights Dialogue on Tuesday issued a report entitled “Protection Measures from Corona for Basic Education Students.”

According to the report, at the beginning of the new school year, the Ministry of Education, as well as the Ministry of Health, took several measures and decisions to deal with the Corona pandemic during the school year, the most important of which were:

First: Preparations for the 2020/2021 academic year.

The report mentioned the steps taken by the ministry to manage the educational process while maintaining the safety of all members of the educational system, as well as explaining the various sources of learning for all students and what the ministry is preparing in case of any exceptional circumstances. Dr. Tarek Shawky said that the ministry has drawn up a plan to continue the learning process in light of the spread of The Coronavirus, by working to reduce the density by redistributing the classes and the multiplicity of sources of learning without affecting the academic content to be learnt by the end of the school year. The Minister of Education decided to distribute thermometers on schools to measure student temperatures daily, as well as to provide places of isolation in schools in case a student feels fatigued and is coordinated with the Ministry of Education Health.

Second: Controlling the presence of parents of students during the school day. 

The report included the controls set by the Ministry for the presence of parents of students during the school day, in order to preserve public health and in accordance with the precautionary measures.

Third: Organizing and managing the educational process in technical education schools

The report also drew attention to the steps taken to organize and manage the educational process at technical education schools during the 2020/21 academic year, in light of the virus crisis.

Fourth: Organizing school strengthening groups 

The report referred to the ministerial decision issued by Dr. Tarek Shawky, Minister of Education and Technical Education, on the organization of school strengthening groups during the next academic year 2021/2020.

Fifth: Precautionary controls and procedures governing the closure of educational facilities as a preventive measure to deal with the Coronavirus.

The report also introduced the procedural rules and regulations set by the ministry during the course of the learning process with the application of precautionary measures, with regard to the procedures of closing the classroom, the school, closing the school complex, closing village or debtor schools, or closing conservative schools. 

With regard to the plan of the Ministry of Health, the report drew attention to the preventive plan drawn up by the Ministry of Health, which includes a number of measures to deal with the new Coronavirus in conjunction with the start of schooling, and in preparation for the possibility of facing the second wave, in which the ministry explained that there is full coordination with all relevant ministries and the crisis committee of the Council of Ministers for all procedures for the return of safe school studies.  There was an electronic link between the Ministry of Education and the Ministry of Health and Population to follow up on the work of this plan in all schools to monitor and analyze student data and immediately report any suspected infection. An awareness campaign is being launched to raise awareness among children and their families of the right behaviours.  

The report concluded with monitoring Covid-19 cases in some schools in some governorates: Cairo, Giza, Kafr al-Sheikh, the Red Sea, Asyut, Luxor, Manufiya and Al-Gharbia, with a total of 15 schools.

It is worth mentioning that during the month of October, Mr. Dr. Minister of Education, stated that there are 14 governorates whose schools are free of any coronavirus infections and that the total number of corona infections monitored in educational facilities so far reached 49 infections out of a total of 25 million within the education system. The highest number of infections monitored is concentrated in Cairo governorate, where 19 Corona infections have been monitored, while there are other governorates that have documented one case in each as follows (one in Beni Suef, one in Qena, one in Menia, one in Port Said, and one in the Gharbia).
